Azerbaijan and Israel have signed bilateral agreement for developing and strengthening cooperation in the field of education, culture, libraries, museums and think tanks. On 28th of June 2009 the Agreement in the field of education, culture and science was signed between the governments of Azerbaijan and Israel. This agreement is the core of bilateral cooperation in this field.
The Heydar Aliyev Foundation and “Or-Avner” International Foundation had established a modern education center “Chabad-Or-Avner” School” in the Khatai district of Baku, which was built within the framework of “Azerbaijan - the place of Tolerance” project. “Chabad-Or-Avner” Education center is currently functioning as a public school № 152 and is being funded by the government of Azerbaijan. Additionally, the public school №46 in Baku offers classes in Hebrew for already 21 years, with the support of “VAAD L’HATZOLAS NIDCHEI YISROEL INC." These classes in Hebrew are applying teaching programs approved by the Ministry of Education and Science of Azerbaijan by the teachers appointed by the ministry, teaching exclusively in Hebrew.
Since 1993 the Baku State University offers degrees in Hebrew language and literature, as well as the Azerbaijan Languages University offers Hebrew lessons for students enrolled in Israeli Studies program. There is an Israel and Middle East Research Center functioning at the Azerbaijan Languages University. On 21st of September 2017 a student exchange agreement was signed between the ADA University and Tel Aviv University.
Within the framework of “STEAM Azerbaijan” project carried out by the Azerbaijan Education Institute teachers and education experts are being trained on “Technologies/Agriculture” and “Training for Trainers” at the “ORT Israel” school network. Every year teachers from Azerbaijan take part in trainings on STEM and other innovative education programs (robotics, cybernetics, nanotechnologies etc.).
In 2019 Israel-Azerbaijan Education Center was established at the Azerbaijan State Oil and Industry University. On 4th of February 2020 the Center offers web-programming courses.
The Baku State University and Hebrew University of Jerusalem have signed agreements for launching a dual degree program and carrying out joint researches. The Baku State University and Holon Institute of Technology have also started a dual degree program.
Digital Security Service under the Ministry of Digital Development and Transport of the Republic of Azerbaijan together with Technion Technology Institute have signed an agreement on creating a cybersecurity program. Following this agreement the Azerbaijan Cybersecurity Center was established. The center is expected to train more than 1000 professionals within the next 3 years. The program is taught in Baku by the professors of Technion Technology Institute in English.
