Citizens of the State of Israel and foreign nationals legally residing in Israel are eligible to apply for an entry visa to the Republic of Azerbaijan.
Visa can be obtained through the following methods:
- Visa upon arrival
Citizens holding ordinary passports of the State of Israel (applies only to this type of passport) can obtain a single-entry visa valid for 30 days upon arrival at international airports of the Republic of Azerbaijan. - ASAN Visa (e-Visa) – https://evisa.gov.az/en/
An electronic visa can be obtained online through the “ASAN Visa” Electronic Visa Portal within 3 (three) working days. Additionally, regardless of non-working days, it is possible to apply for an expedited e-visa processed within 3 hours. - E-Visa applies only to the following types of Israeli passports: Passport 1; Passport 2
- Applications for an e-Visa must be submitted directly via https://evisa.gov.az/az/. Required information is entered online by applicants, and the state fee is paid electronically through the system. The approved visa is sent to the applicant’s email address.

Visa Application at the Embassy
Citizens of the State of Israel and foreign nationals legally residing in Israel may apply to the Consular Section of the Embassy for a single or multiple-entry visa. Since the visa processing period can take up to 10 working days, applicants must submit the required documents to the Consular Section in advance. All documents must be submitted and collected by the applicant in person.
Note: Incomplete application forms or missing required documents will result in rejection of the visa application. In case of visa denial, the paid state fee is non-refundable.
List of required documents for Personal, Business, Scientific, or Educational visits:
- Completed application form – https://visaapplication.mfa.gov.az/
- Passport and a copy (valid for at least 90 days beyond the visa expiration date, with a blank page for the visa)
- Two biometric passport-sized photos (3x4 cm)
- Invitation letter:
- For personal visits: An invitation letter from an individual must be notarized and submitted along with a copy of the inviter’s identity document. The letter may also be a notarized copy.
- Note: The invitation must be written in Azerbaijani. If the inviter resides in Azerbaijan, the letter must be notarized by a local notary. If the inviter resides in Israel, the letter must be notarized in Israel or submitted in person at the Consular Section for certification.
- If the inviter is a close relative of the invitee (spouse, child, parent, grandparent, grandchild), a copy of a document proving the relationship (e.g., marriage or birth certificate) must be provided.
- For business, academic, or educational visits: An invitation letter from a legal entity must be approved by the Ministry of Foreign Affairs of the Republic of Azerbaijan (original or a copy).
- Temporary or permanent residence permit in Israel (for foreign nationals)
- Printed receipt confirming payment of the state fee.
Note: Visa-related state fees must be transferred to the Embassy’s designated bank account. Cash payments are not accepted at the Embassy. A printed receipt must be submitted with the documents.
Additionally, applicants must provide their phone numbers and email addresses.
Tourist visa requirements:

- Hotel booking (corresponding to travel dates) and flight reservation copies
- Residence permit in Israel (for foreign nationals)
- Copy of international travel health insurance
- Printed receipt of state fee payment

Foreigners and stateless persons staying in Azerbaijan for more than 15 days must register at their place of residence.

Based on the principle of reciprocity, holders of diplomatic, service, official, or special passports from certain countries are exempt from visa requirements:
